It's pretty well known that First Class International has a fairly unpredictable delivery time to Canada. I've had stuff take anywhere between a week to several weeks. I only ask for First Class if it's a small or minor item of little value which I don't mind waiting several weeks to receive.
You should ship anything of value by Priority International, which is fully trackable and has hugely improved in delivery time in the last couple years. Very few packages shipped this way take more than a week to reach me. However, up to 10 business days is within the service standard.
Your 25% (5/18) failure rate for packages to Canada is clearly unusual. I have received literally hundreds of packages from the States, and never had a single one go missing. I would seriously examine your packaging methods and consider whether the people to whom you are shipping are being entirely honest with you.

You are specifically talking about UPS Standard and FedEx Ground. All other UPS and FedEx services include brokerage fees in the basic shipping cost.
