Either the buds that come with 4th gen Shuffle sound slightly better than the previous ones with, say, 5.5th gen Video, or I'm becoming deaf.

It is quite possible. While I've never owned an iPod before and I'm borrowing iBuds for use right now, I don't recall old iBuds having volume control and it is quite possible they've changed. I could of course, be grossly wrong because I don't pay any real attention to iBuds.
