Hey guys, I need to find a replacement for a Audigy2 ZS Platinum Pro, I was planning on getting a new one to replace my broken one but seems like you can't find any new ones for a reasonable price ~$200, and was wondering if you guys could suggest a replacement, only requirement is that is be PCI and have the external I/O hub. The card will be used for music production and recording.

Then you should be looking to recording cards. You might be hard pressed to find a good product with an external I/O modules for $200. You could always go USB/Firewire maybe?
Check M-Audio, EMU..Infrasonic..etc.

What operating system for your rig? Microsoft® Windows® 6.0, 6.1 and 7.0 have a completely different audio architecture, both from earlier releases of Windows® (viz., NT 3.0 through XP), and from the Advanced LinUX Sound Architecture used by Red Hat®, Debian® and their competitors. For a recording card using PCI 2.2, the only device meeting your specifications for Windows® 6.0-up is the Creative Laboratories® SB055A X-Fi® Elite Pro; the same company's non-E E-MU® EM8961 Model 1616 and siblings work on all other OS's. (As of August 2012, both are discontinued by Creative Technology, Ltd., in favor of PCI-Express products.)
