I would say it was75% Hopper and 25% Tarantino's dialog, but yes.

Agreed. He made a number of memorable performances in silly sci-fi and horror sequels. Check Hopper out at the end of this trailer. (Except in the actual film he is picking his nose when he delivers the line)
