The weird thing is it says it has 23 jewels on the front dial but the weight on the rear of the watch says 21 jewels. Either way, it's no good, for me at least.

Ah, I don't know much about Seiko 5 series watches other than that they're usually the "budget" watches. The movement on that (7S36B) is pretty reliable though. My Monster uses the same one and it's about 12 years old, going from the serial number.
I did alot of research too lately for watches. I actually bought a nice Tissot:

It's a great chronograph watch with a great reputation. It's a little bit thick in size, which I really like.

for around your price range... i would recommend Bulova...great company with great watches! Good for everyday but definately classy enough to wear with suits.
