Please help with a very old Fulgor balance

The balance looks like this (actually I think I have the same one):
Matco-France
There are two screws, one above the screen and one under the base. According to the air bubble, the balance is perfectly flat.
Here is the problem:
When nothing is put on the hooks, the needle may be adjusted by the top screw. With some tries, I can zero the needle, however when I pull down the opposite hook, the needle would not reach 10. It would be stuck around 9.6. The bottom screw (the one in the base) apparently adjusts the range of the needle (when at minimum the needle can only go to about 2.6), it is at maximum.
When I hand the two struts on the hooks (larger one on the 10 side, smaller one on the 0 side), the problem remains. Bottom screw is always at maximum, needle would zero but would not reach 10.
When I install the according metal dishes (smaller one on the smaller strut, larger one on the larger strut), I can make the needle reach 10, but it would not zero. It would be stuck at around 0.6.
The dishes are not bottomed out.
So is it broken or am I not spinning the screws correctly?

Or maybe it's just water resting on some internal sensitive parts? I did wash this today using a garden hose and some water definitely got in.
