The problem is that any silver wire you buy is going to be solid core, which is stiff and more prone to breakage if flexed repeatedly. Navships stuff is a little better, but still probably too stiff for IEM cables. They do have different thickness of teflon from time to time, so it might be worth it to email Navships and ask them which wire has the thinnest coatings of teflon (maybe 28awg conductors would be good for IEM's).
You could try the 4 conductor stranded silver wire from the link that momomo posted and strip out the 25awg conductors to use for your IEM's. They might be a little thick, but at least they are stranded and have a polyethylene dialectric, both of which should help with flexibility. A little expensive, but at least you have some nice 21awg stranded silver to make some IC's out of as well.

Oh, and by the way, thanks for finding the HK seller for those plugs arranging the deal for us. I have been eyeballing some UE or Westone IEM's for a while and it is nice to be able to get the connectors for a reasonable price.

Thanks guys for the reply, I will check out the link.
The plugs are great, I am sooo glad I found them, it definitely solves the problem for making IEM (ones that uses the UE connectors)!
