IEMs. How much are you willing to spend? And what type of sound are you looking for?
Also, like other stated, I would say that IEMs are generally better overall if you don't mind the possible discomfort that can come with them. If you are in a quiet environment when you listen to music (such as a room or library), I think buds are great but for me, I'm always listening on the go (either in the car, at school in the library, at home or dad's house) so I need the isolation (and generally speaking, you can get better SQ from an IEM).
