load test for batteries

I was wondering about building a load tester for AAA cells and AA cells. At work we use an old school portable tester with coils inside similar to toaster coils that we connect to an automotive type 12V battery with large alligator clips, it has a meter on the face that shows the static voltage and a switch that allows the coils to heat up providing a load...the meter stays in the green section of the meter if the battery is good or drops to the bottom of the scale in the red if the battery is bad...my question is: Where would be a good place to start with a tiny version of the load tester that I could use on my solder tab packs and individual cells? I think the thing could be fairly simple or be made into a monster...please advise... I just spent a stupid amount of time troubleshooting my PPA battery board for a problem and it turned out to be a bad AAA cell.

edit: I would like to add that I've gotten almost 4 years of service from the original batteries using Tangents fast charging circuit...
