Stansfield from Leon/The Proffesional, played by Gary Oldman. Gary Oldman is the master of bad guys, but his Stansfield character beats all. I can only think of Darth Vader being on his bad guy level (nah, Stansfield is more evil!)

Sy Ableman. Not really a bad guy, but man.....creeeeeepy, way more than Anton Chigurh

edit: kinda misread bad ass for bad guy, but Stansfield and Ableman are more bad ass than all the other ppl mentioned anyway imo! ;p
