AAC Nero 1.5.3.0 2-pass
OGG Vorbis 1.2.3
encoding and decoding were done by software from same vendor

average difference in volume compared to WAV
MP3 320 CBR 0.054 dB 1.2%
AAC 320 ABR 0.113 dB 2.6%
OGG 320 Q87 0.140 dB 3.2%
AAC 190 ABR 0.377 dB 8.3%
OGG 190 Q59 0.497 dB 10.8%
