it's often best to bring in a photo - helps them much more than any verbal description

if you insist on words, "Edward Cullin circa 1985" might work

I believe hair like that is done by professionals right before photo shoots, etc. but I have seen people with similar styles (prep must be annoying). Word of warning, unless you're a pretty fella, it won't work.

Take in the photo, then buy lots of HAIR SPRAY, you'll be fine

If you can take the pic, that'd be best. I sympathize though, I suck at explaining what I want to hair stylists and so I always end up with something that's not what I wanted at all.

Btw, the boy in the pic is quite pretty.

I can tell you now those guys spend as long as women do in the bathroom getting that to look right every day. Quite a few Japanese guys with that kind of style, though that guy looks Korean.

However, do make sure NO-THING is lost in the translation

It is very common for the ladies to bring in a photo (usually a forty-something with photo of a F.Fawcett hair style on a teen model) and sayin': "I wanna look like this"!

So do bring the photo and make sure they are barbers

^ The effeminate look is pretty popular in East Asia. My niece prefers it, though she does like thai ladyboys...
