Have you tried alternative drivers for the wireless networking? If you can identify what specific chip or manufacturer does the wireless you can go to the manufacturer web site and try to find a generic driver rather than using the Dell supplied driver.

The DPC latency is caused by the driver being a CPU hog. The fix is to find a suitable compatible driver that doesn't have the latency problem. Sometimes older versions are better than newer versions. Sometimes newer versions are better than older versions.
