At that point, they didn't have many good options. Boiling it down, it's either
a) somehow undonate the money,
b) spend it on other programs that need funding or
c) dole it out in the form of cash payments to people for whom the emergency is long over.
a) is a logistical nightmare and
c) is a spectacularly inefficient method of using the funds. At least
b) had the benefit of some future utility. Sure it may be technically false advertising, but that's SOP for charities. Major disasters like 9/11 always bring in more money than is immediately necessary.
