Fix my CTH Build?

It has been a while since I have stopped by. The last project I was working on was the CTH. I purchased the whole kit and set about carefully constructing it. The first thing I noticed about the kit was that all of the resistors were in 1 bag. I hand tested each one before starting the install.

After getting it all assembled there is nothing I could do to get the damn thing working. The test points voltages were off and when I tried to listen I could faintly hear the music. I think I am in above my head and fear that there is nothing I can do to fix this build. All of my others builds have worked fine but this one has me stumped.

I thought it might be a bad opamp but have not attempted replacing them. I can post some more info later and if anyone wants me to test anything let me know.

I am also interested if anyone with experience would be willing to take a look at the thing for me. I would be willing to pay you for your time.

Can you take some measurements?

Voltage at input of regulator IC.
Voltage at output of regulator IC
Voltage at Pin 4 of Tube socket
Voltage at Pin3 of IC1S opamp
Voltage at Pin6 of IC1S opamp
Voltage at Pin1 and Pin6 of tube socket

All the above measurements with respect to SG (Star ground). SO keep the black negative probe on SG and the red probe on the other points and note down the voltages.

It has been a while, I'd wondered back then what happened with your build.

sachu's measurements & a few high-res photos might help the case. BTW, sachu probably has the most experience fixing CTHs.
