Are you rich? can you get funding?

Do not DIY web design, you need to hire professionals (doesn't have to be in the US, but potential stimulus money if you do).

Do you have clients lined up? Alternatively, have you gone out to the community and determined there is a need?

FYI service industry is down across the board except for things medicine related.

Just generally speaking I think it is a bad idea to "start a business" involving anything you really don't understand.

Start by designing your own website with Joomla or Wordpress. If those are too easy, then do Drupal. Then shop yourself on odesk and see if you can get any freelance gigs.

I appreciate all the posts, both +/-. I did register with a local college to take some courses. I am not afraid to get my hands dirty and go out and meet/beat the competition head on.

if you are still young (< 25), then go for it. The experience of running your own business and servicing clients will be worth the opportunity cost. Make sure you have an "escape" plan in case things go bad or extremely well
