update:

I don't want to jinx things (lol) but things *are* getting better. amazing.

I got a call from building mgmt just now asking how the noise level was. other than a short burst of noise today at 8am or so, its been very quiet indeed! the mgr told me that the owner finally did get some kind of shock collar that gives the dog a hint that its behavior is not acceptable

I guess they work! at least so far. I was amazed I got a call from the manager and that there was actual progress toward this resolution.

crossing my fingers now that it stays good

Your neighbor went along with what I said! haha I think hell just froze over. I guess the vivisection won't be needed now.

btw, AmanGeorge, that chocolate looks really good right now.

I was not involved; I did not speak to the neighbor. but I did call animal control yesterday to ask what could be done and they mentioned the shock collar as a thing that was known to be pretty successful.

then today I get a call from building mgmt asking if the noise was gone yet

so, I never met (to this day) the neighbor in question. I'm just glad I had a bark-free day today
