It uses some kind of analyzing so that won't happen.

It might take the average volume of the track or something.

There is no problem for me as I use album gain and only play my music on an album by album basis.

The problem will arrise if you do track gain because you mostly play songs in shuffle mode but then suddenly did play a whole album through as the relative loudness of the album would then be wrong. And that was what I originally pointed out as a potential problem.

OK, I see. But the user shouldn't have encoded an album (where they care about maintaining relative volume levels) using Track Gain in the first place, the proper action would have been to use Album Gain. If you use a tool improperly there can indeed be problems, but that's not the tool's fault. Use MP3Gain features properly and... no problem.

It's not even improper use if you know what you are doing. If you indeed only play tunes in random mode or using random playlists track gain may indeed be what you want, I was just pointing out what the consequences were in case the op wasn't aware. Anyways it is not that bad as the changes mp3gain makes are fully reversible.
