That should only happen if you hover your mouse cursor over it for a few seconds...

That's so small I never noticed it. Then again when I close or minimize windows I do it so qiuckly that it neve shows up.

It doesn't just happen there. What really causes trouble is when it blocks text. Right when I go onto Google, I get a MS hover tip telling me, "GOOGLE". The biggest problem is when I'm using a spreadsheet program and it wants to dictate everything the mouse is hovering over during typing. I managed to get rid of that part. It's still making my websurfing miserable though. I guess if this is the only thing I have to complain about, life isn't all that bad.

Hmm... It's doesn't bother me. Mine shows after about 2.5 seconds.

I've tried Tweak UI, edited my registry and even turned off tips using Window XPs tool in the "tools options". I'm hoping if Windows 7 isn't horrible as was Vista, I'll be able to install it and have this be an option.
Anyone ran three operating systems on their PC? I have Vista and XP now. Vista didn't run my PCB layout program so I dual booted it with XP.

As to why they're turned on, maybe you have a USB peripheral that turned it on by default, much like when I first installed my Wacom tablet, Windows thought I wanted a virtual keyboard and other on-screen stuff by default.
