Cheap speaker setup for the TV?

I know absolutely nothing about speakers, have no receiver, etc

Is it possible to get a decent 2.0 system for $400-500?

If your TV has a headphone out you could use some 2.1 PC speakers. You could also get some Audioengine A2s and a 10" or 12" Dayton sub.

What if I get these DIY?

N2X - N2X

Is it easy to build for someone who has no DIY/electronics experience?
and then get a cheapo receiver?

I'm sure they sound good but you'd have to build an enclosure. How's your carpentry skills?

I would just go to a thrift store and look for a cheap stereo receiver. Try to get a marantz if you're lucky and maybe try to find some used paradigm speakers. They go for maybe half if they're used but they're great for the money. Usually they're pretty good for the money when they're new so a used one would be even better. I would not go for the A2's unless you really don't have much space.
