I want to edit the ID3 tags of my tracks, but some have latin or greek or russian characters in the titles. How can I do this on PC.....I am coming off Mac where there was an easy pull down menu for this called "special characters", but i don't see that in the PC version.....any suggestions?

Windows comes with a little applet called "Character Map" that will allow you to select and copy special characters to the clipboard. Then you can paste those characters into whatever application you're using. Character Map is a standard Microsoft supplied component. It's in the Start menu under Accessories >> System Tools. Or just type "Character Map" in the Start menu search box in Vista.
Character Map will also tell you what the keyboard shortcut combo is for a character. Select the character and the shortcut combo will be in the lower right corner of Character Map. For example é has a shortcut combo of Alt+0233 (hold down the ALT key while typing 0233 on the numeric keypad, the numbers above the keyboard won't work needs to be the numeric keypad and the num lock needs to be on)
Not all unicode characters will have a special Alt+XXXX combo. For those characters you'll have to select those characters with Character Map rather than memorizing quick Alt key combos.

A laptop should have a hidden numeric keypad on the main keyboard. There should be some special key you hit to be able to use a group of alpha keys as a pseudo numeric keypad. Check the manual for your laptop.
Alternatively, you can buy a USB numeric keypad that will work with a laptop.

The easiest method is to retrieve with Google and to do the character string in Copy & Paste.
I am using it well.
It is possible to set it from the control panel for Windows.

There is also the ability to map a foreign character set onto your keyboard, but I forget what the procedure is. It doesn't really matter, it's usually only good for one language. The alt+XXXX sequence is probably the more reasonable approach for you.
Are you really getting a lot that aren't entered into the database? If there's only a few, then looking them up and copy-and-pasting is another approach, it just gets tiresome. If you just need to edit, then try avoiding deleting the special characters.
Also, once you enter it once, you can copy and paste from another track. F2 for the track name, ctrl-C to get it into the paste buffer, esc to get out of edit mode (before you accidentally edit it).

You can change the language the keyboard uses through the control panel>Clock, Language and Region; then there's a little bar at the bottom where you can switch between languages. If you don't know which key is which in the new language, you should be able to find keyboard layouts for any language on the web.
