I visited THL Audio (THLaudio Web pages for audio parts by Tang Hill international Ltd) to buy a tube when I happened to be in Taipei. They have a decent web presence and sell a lot of DIY stuff (they seem to be famous on head-fi for knobs). Their business seems to be primarily web-based, and they have an English-option phone line.
The store located a couple of blocks off of a main downtown thoroughfare, and they'd be hard to find without a decent map. The building is nondescript, and there are 5-6 guys working at desks on computers in the front. It's not the sort of place where people would just drop in unless they had a specific purpose.
The person to talk to is Ms. Liu, who seems to work from 3 to 8 Taipei time. She's the Lord of Inventory, all of which is in the back. She was helpful and the price was good. The card she gave me says to talk to "Vincent," but I think she's the real person to speak with.
Of course, my experience might be a little different from a web shopping experience, but I was very close to buying something from them over the web just by coincidence, and stopping in was worthwhile. I'd have no problem buying from them.
