It does, and I used to use it for this purpose. With multiple native options these days, though, there's no real need (I use Aqualung).

I installed aqualung again (still in the repos) and it's been fine, except there is a 5 second delay between moving the volume slider and the volume actually changing. No big deal.

I want to play with the ladspa plugins again (vinylizer was my favorite), but I can't get them to work. I installed the tap-plugins package but no plugins show up in the "FX" window.

If you use pulseaudio, try:
padsp aqualung -o oss

That took care of the delay issues for me.
