Yeah, sounds silly to go down and then back up, but few USB DAC do 24/96 native data. Most music is in 16/44.1 already, and the up-sampling process is supposed to smooth things out (I'm guessing like anti-aliasing in a graphics card), and the up-sampling allows re-clocking to reduce jitter.
