Hope I caught you in time. Premier accounts are for those who expect to complete a lot of transactions through paypal (buying and selling). Fees are lower overall, but fees are charged for every transaction. I have a personal account. If I were to receive a cc funded payment I would be charged 4.9% + .50. If you were to receive a cc funded paypal payment, you would be charged 2.9% + .30. However, a payment from a paypal balance (such as you have) is free for me. For you it will be 2.9% + .30.
I would specify "services" as the reason for the transfer.
Paypal doesn't make it easy, but if you drill deep enough, it's all on their site.
Unverified accounts have a cap on the amount they can spend through paypal per month. Verified accounts are capped only by their existing bank balance or credit card limit.

Thanks for all that info, NightOwl. I guess it's too late to change what kind of account my "old" account is, so I guess I'll transfer the money under the Services option.
