This may be a dumb question, considering it has the USB input...but this is an external soundcard usb dac right?

No you don't need a SC. Just using USB to transfer the digi signal to the DAC.
You've got it right, usf09. If you use an external DAC, you'll take the digital signal right off the USB port from your PC and you won't require an internal sound card.
I'd really like to see at least dual RCA outputs on these types of units. It allows much more flexibility without possible compromises in the signal path from simple splitters.
