ebay dispute for cosmetics

I bought cosmetics for my mum from an ebay vendor with 1000+ feedbacks. I've dealt with him in the past with no problems but this time around 2 of the 4 products he sent me did not have proper seals. He said that he checked them every time and found them to be new and unused before sending but my mum told me that the cap seal (a sticker sealing the cap) is missing while the bottle seal (a large white cover covering the contents of the bottle after removing the cap) has already been lifted.

Here are my questions:

Do US internal security guys inspect cosmetics on intra-US delivery goods? its delivered from NJ to CT.

Is this a valid reason for paypal dispute? The contents of the cosmetics are probably genuine and the size is as advertised. But the lack of seal really has me suspecting that the products are used

If a bottle seal is supposed to be there and it is not you have no idea what may be in the botlle. How much money are we talking about?

Note: At first I though you had a problem with the way a piece of equipment look! That is scratches and such. :-)

They absolutely do inspect cosmetics. Cosmetics fall under the Cover Up and Concealment Act (ยง 11-45-1.1).Your shipment mostly likely, and unfortunately, arrived at the internal security office on drag queen bingo Thursday.

This is an absolutely valid reason for dispute. The seals are there to show whether the product has been tampered with. If they are broken or altered, you must assume that someone has tampered with them and they should never be used! No one would accept something from a store with a broken seal and you shouldn't hold an ebay vendor to a lower standard. Return them and get your money back.

If an internal security agent has opened up a product, you will have a notification on the package that it was opened for security reasons. This happens when they open your suitcases when you travel -- there is a sticker which states that your case was opened for security inspection. The same goes for any packages or mail that the post office opens.
