If I see it correctly, two of the fuses are broken, try replacing them. Your local ratshack has them. The board labeled the fuses at 1amp/250volts.

I know you posted about this previously, but I recommend that you re-disconnect the preout section of the amp, and connect your headphone amplifier to the main in and use it as the preamp for the NAD. You might get higher quality sound from the circuitry of your newer headphone amp.
