No, the iPod can only go up to 100% but the newer iPod's headphone outs I have found do not distort at full volume. They are still pretty bad headphone outs for higher impedance phones though. I would say that performance-wise, they can sufficiently (not full quality, but doable) power phones up to 50 ohms. Anything over that I would highly suggest using a headphone amp.

No good to neither the headphone nor your hearing and, merely turning up the volume for a more excitement listening experience are not recommended.
And if you are concerned with the accident damage to the headphone, use the volume control of the iPod.
