are the balanced ic normally much more expensive than normal rca?

They often are, though there's really no reason for it as they often use the same cable.

I think they're more expensive than RCAs because there is less demand for it.
BUT xlr ICs are often cheaper when it comes to second hand due to same reason as the above.
