Does it make a difference if you convert a Wav file to an AAC file as supposed to converting an ALAC file to AAC........would the ALAC to AAC give you worse quality than WAV to AAC?

it shouldnt, since ALAC is lossless

No. Whatever program you use to convert will convert the ALAC file to .wav anyway. Since the conversion from ALAC to .wav is lossless, the result should be identical regardless of which way you do the conversion.
