There is no such thing as "decopeling" caps it's just an
example of my lack of spelling and proof reading.
What it should say is "decoupling caps" and that is
a capacitor that is used to isolate one part of
a circuit from another and in this case the output
of the dac in the ipod and the input section of the
preamp section of the amplifying stage after it.
The sections need to be isolated so that variations
in one do not cause interactions that will effect
the performance of the other and the capacitors are
used to protect different parts of a circuit from
each other.
*edit technically I think they would be called dc blocking
capacitors but the function is still to isolate one
section from another.
