The fake paypal payment I recieved looked a lot more official: they had paypal logos, "confirmed shipping address" and account...even official looking copyright notices on the bottom. Hopefully the "confirmed" address was enough for paypal to do something with. In the very least, paypal can crack down on the e-mail address for sending out fraudulent statements.
As for e-bay....no, they don't waive the listing fees, but they do waive processing/ending fees if the buyer is no longer an active member. That's what sucks right now....as it looks like there's a lot of Nigeria scammers
