Depends. Most permanent residents, citizen or not, can buy any gun they want.

Temporary residents, like this guy, cannot buy hand guns, but may be able to obtain rifles through hunting permits.

While you can't buy an M-16 (unless you have a spare $20k or so lying around), you can buy as many AR-15s (semi-automatic M-16 variant) as you want. And while you can't buy a proper AK-47 (they're all demilled for parts to enter the country), you can buy any number of semi-auto AK-47 replicas.

Even boring people like me have an AR variant lying around the home.

Neither are Cali legal, unless you include esoteric non-pistol gripped, fixed magazine AR-15s.

This is terrible, just terrible. The gun culture in America is just sick. Far to easy to get guns.

People will try and blame it on anything but guns. Ban black trench coats etc. This will just keep happening until gun laws are tightened and attitudes change. However I believe it will get worse before it gets better.

I wanted to add my condolences to this thread because really today's victims have a lot in common with most of us on this board. It's so tragic is makes my heart ache.

UPDATE: It turns out that I was wrong. While Stack was shot in the leg, it must have hit a major artery because he died in the hospital. This is very shocking to all of the Marching Viriginians here and someone put up some pictures of him as a memorial. My prayers are certainly with his family and close friends. The guy was a genius, a triple major, actually, I forget what they were, like Music, Biology, and Psychology I believe. I didn't know him as well as some, but regardless, we all knew him.

Oh man, that is awfull to hear. My prayers go to all that have been affected by this.

serial numbers are generally not ground off on legally purchased firearms doing so is a felony any gunshop or pawnshop owner knows this and will not touch any firearm with serial numbers removed

Apparently the shooter was a Korean national with a permenant legal US residency status. They had found receipts in his back pack that he was carrying which indicated he had purchased a Glock 9 mm in March.
