I am looking for a nice pair of around ear headphones (muffs) for 40-60 dollars. I mostly listen to rap and rock.

Maybe the k81dj's? They're probabaly more like $70 though.

PortaPro's or K81's I'd say.

SJ5's.

The Sony MDR-V6 might be a good choice for you.

K81 or V6

I'll throw another call out for the K81DJ. I think theyre a great little headphone. You could probably find them used in that price range. Maybe new in the upper end of that range, if not maybe 1 few bucks more. The SJ5s also seem to have good reviews, thought not as many yet. But it is a bit cheaper ~50 IIRC.

I love my SR60s. Though they leak sound so people around you hear your music. And they probably arent quite as portable as something like the 81DJ

V6.

I'm not sure if the K81DJ & SR-60 are what the OP is asking for. He is asking for full circumaural headphones I believe.
Grado's are NOT circumaural, they are supraaural which means they rest on top of your ears.

In that case, I believe one of the few decent ones in that price range is the Sony V6.

I like Grados for rock. SR60 is a good start.
