I have a Monster Cable Interlink Datalink 100 coaxial and it has a sticker with direction arrows. When connecting my soundcard to external DAC, do the arrows point toward the DAC and away from the soundcard?

This refers to a grounding convention, pointing away from the source, whose coaxial shield is grounded at one end. The cable at the end pointing in the direction of the arrow does not have a grounded shield.
Your soundcard is most likely grounded through your PC, so the arrow should point away from it.

It's nothing different than conventional coaxial cables, except one end has the shield disconnected and insulated from the connector.
The other end is "normal" and the shield is connected through the connector.
This is to prevent a ground loop caused by grounding the coax at both ends (or an "antenna" effect).

does this style of shielding prevent a "ground loop" when shielding say, PA or microphone cables as well? Or is it primarily for coaxial cables? When I shield using star-quad, I connect both ends of the shielding...
