So the only new test LP out there, that I know of, is the Hi-Fi News & Record Review one. It costs $45.
The bulk (and by "bulk" I mean 1000s) cost for mastering an LP, from scratch, is about $2 a record. (There are deals out there for a full mastering/pressing of 1000 records in the $2000 range.) At that price, it doesn't even freaking matter if the mastering is on 180g vinyl or whatever. Just get a bunch of them at once and keep them the rest of your life.
What I'm proposing is an unofficial Head-Fi Test Record with the cost somewhere in the $5 range. This would cover mastering, pressing, and extra slop for things that aren't forseen. As with other group buys, it wouldn't cover shipping. Any remaining funds would be reimbursed to the purchaser.
As for what the record would do... it depends. There are a few things that the HFNRR record can't do, like accurate frequency response plots. And there are things it can do very well, like aid with cartridge alignment and tracking ability. It all depends on what we want out of it.
