DIY record vacuume cleaner - has anyone tryed this design?

I found this last night and have been pondering if it would be worth my while to try and make this vacuum cleaner. Do you think it would be an effective vacuum cleaner?
Or are there kits that one could self assemble that would not lighten the wallet too badly ($150 or less)?
