Yes, there are a few programs that can do that. Personally, I use foobar2000. Just open the cue file, and foobar2000 will list all the tracks. Then right click and choose (convert -> run conversion). From there choose your codec and the file will be divided into individual track files.
If the tags are not there, select all the tracks in the album (make sure they are in track order) and right click freedb -> get tags
The tags should remain intact. To change the output name, from the menu select "Foobar 2000" - > preferences. From there select components -> diskwriter. Under "output filename formatting" put something more useful like:
%album% - %tracknumber% - %artist% -%title%
