Yes, this is RMS noise. As I've stated it was measured with tangent's LNMP -> Agilent U1253A.   The BW of the LNMP is about 5Hz-100KHz.
Its a combination of the two.   IRFU110 + LPF has about 30uV of noise. IRFZ24N + LPF has about 12uV of noise. IRFZ24N alone has about 100uV of noise.   BTW, someone asked me to measure the noise for a 3.3V output...
Yes, its meant to be used with an off board HS. If I'll allow for on board HS it'll require a larger board which will increase the cost of the boards, so at the moment I'm using off board HS. Personally I think using the case for this...

That's why I don't like cheap DMM's (even though I've had the same issue with a bench top 5.5digits Agilent).   Try measuring the DC voltage at the input of the regulator under the same conditions (same load, etc). Perhaps...

How much current is running through the opamp?   Keep in mind that if its used for the supply of the micro (say from V+ to the virtual GND) than all the current going though the micro will go back to the opamp and from there...
