My personal opinion would be that at present LA appears to have the best organization to take this forward for 2009. So my suggestion is:
Los Angeles - jp11801 - CanJam 09
Chicago - bhd812 - CanJam 10
DC - grawk - CanJam 11
I am there to help anyone for any area, especially Chicago. I have access to some resources for long distance conferencing so let me know. The big thing is having the next three venues, which can certainly help in taking this to the next level.

I got no idea about the quarters, but I'd be willing to help whoever wins that game.

I don't care where the next meet is, but I WOULD like to see it a little more accommodating for the student members. I have missed out on 3 inter-National Head-Fi meets because they were not planned with students in mind. Really sucks.

I agree with holding it in LA. There are lots of us here, and I think there would be less of a fight over location than there seems to be for regional meets. When it takes 3 hours to go to Orange County, of course you'll want it in your back yard.
But for a national meet, I think the consensus will be to brave the traffic and get a hotel room.
LAX and the airport area is logistically perfect for a meet. Meeting space, hotels and ground transportation are zero problem. No rental cars needed and there's a bunch of great places to eat and drink nearby.

I totally agree. May is the worst month for students but don't move it to December though.

That's good, especially since I'm starting college this year, and finals are more of an issue for me!

Late May to early June sees little schedule conflict for me. September and January are bad months for me because of trade shows and conferences I attend.
Late June is wife's birthday and wedding anniversary so that would be a major conflict.

I was going to do it in july or august. Probably august for fewer vacation conflicts.

August would probably be the slowest month in the summer to do it, making it a good choice.

Early August would probably be better if the idea is to avoid school related conflicts. Many universities start the third or fourth week in August.
