Do you need a refresh rate of 2ms or would 5ms be okay?
depends on what you are using it for, do you game? - if not you neednt even be concerned with refresh rates.
edit: just saw you said for general use, you dont even have to worry about refreh rate, anything below 15 wont be noticeable unless you have an infra red eye!

The "best" 20" LCDs are outfitted with 8 bit panels. They tend to cost about twice as much but are well worth it IMO. The only monitors equipped this way that I can name are the Dell 2005fpw, Dell 2007wfp, the Apple cinema display, and the NEC model mentioned earlier.
Be warned that the 2007wfp was manufactured with two very different panels and earlier models had banding issues.
I got my 2005fpw for ~$225 refurbished.
Edit: Add the Samsung 205BW to this short list. Cheaper Samsungs use 6-bit panels; the same goes for Dell and NEC.
