Where to buy a cheap output polarity checker online?
I need an output polarity checker for my home outlets & I cant seem to find them here locally. Where can I buy one of these online?

Are you looking for this sort of thing? I would expect them to be available in most hardware stores.
Or something a bit more specialized like the Van den Hul polarity checker? VDH has distributors worldwide, so you should have no trouble finding one of those.

WHY?! 
Just use any ****ty multimeter, or even a neon or one of those 7W incandecent bulbs with a couple of wires. It takes a few seconds to do one outlet. I did the whole house in 15 minutes.

Yup, I heard that it only costs about $5 in a local hardware store, but our hardware stores dont have any here  . Which is not surprising for me...almost all houses here dont even have ground lines & polarized plugs

Oops, I didn't notice you are in the Philippines. That's 220V AC at 60Hz. I'm not sure if it's balanced or not. It is possible that it is balanced, which means 120V AC on each line 180 degrees out of phase with each other. Or, you may have unbalanced as in Europe with 220V AC on line and 0V AC on neutral. If it's balanced then the issue of polarization is meaningless. Otherwise, you can use a multimeter between the lines and ground to check which is line and which is neutral. Line would have 220V AC with respect to ground, and neutral about 0V AC.
First find out if it's balanced or not.
According to this, some plugs are 220V and some are 110V. Before you test polarity of your plugs you need to find out exactly what the setup is supposed to be in your area.
