Default crackling/stuttering in vista with usb dac AND internal

Hi, I'm having trouble with my new laptop that is running Vista. When I scroll or goto new webpages or scroll through PDFs I hear crackling and stuttering in the output of my MAudio MobilePre USB dac. I tried using the laptop's internal sound but that also stutters and cracks when I do the same things. Sometimes the MobilePreUSB's crackling gets so bad I have to click stop on foobar and then restart the song for it to stop. I'm running VISTA 32bit using maudio's latest vista drivers. What can I do to stop this? The mobilepreusb works perfectly in XP
It's a Dell XPS M1530 laptop.

edit: The MobilePReUSb also crackles on my desktop running Vista, even if i turn up the buffer/latency
I have also tried disabling all other audio inputs and outputs.

Nevermind, I found the solution.
I installed Windows XP and everything is GREAT! Audio is perfect now,

thats weird. I always thought Vista's sound was better than XP's. Maybe a driver related problem
