... I have to get this question out of my system, as stupid as it is, so here goes.
When the Pico is connected to a 3.5mm port on a PC, is it getting any sound from the PC when there aren't any headphones connected? This is assuming it's turned ON but nothing is connected to its output. There's no reason why it should be in this state, but let's just say it is... is sound coming from the PC and stopping at the Pico, or if there's nothing to drive then the PC doesn't output anything to that port? And if it's off then is it any different? Yes these questions are pointless, I know, it's more of an OCD thing.
If a tree falls and no one hears it, did it make any noise when it fell?

When no headphones are connected and sound is playing on the PC, the Pico is receiving the signal (getting the sound) but not outputting it since it has nowhere to go. If the Pico is off and the PC is still plugged into it and making sounds, the audio is still reaching the Pico but the Pico isn't doing anything with it.

Can the Pico be used as a standalone DAC or not?i have read several posts saying "yes" and several posts saying "no"

I think this is something you'll have to research and make up your own mind on. Justin didn't design the Pico as a standalone DAC but as has been stated and explained in this and other threads it is technically possible to be used standalone.

If you mean can you plug an amp into headphone out and will it make sound, YES it will.
If you mean can you use the headphone out as a dedicated line out that is not controlled by the volume knob, NO it is not.
However, most "stand alone" DACs amp their line-out so none of them have true line-out. You can use Pico as a stand-alone DAC, but the amp section in it is so excellent that I really see NO point in doing that.
