The ProMedias might be an upgrade, but IMO you'd be better served by saving your money and looking at a pair of active monitors, or a separates rig (speakers + amplifier).

what active monitors or separates rigs would you suggest? I think i could save up to 300 dollars at most before summer's end.
Head over to your local music store and check out some of the lower-end offerings from M-Audio and Mackie. A lot of people around here also recommend the Audioengine A5s.
Still, you may miss out on some of the bass frequencies if you listen to a lot of low-end heavy material without a subwoofer, which is why it's a tough call.

would the subwoofers that come with the T3030 be good enuff with active monitors?
It might not be at the same level, but it could probably supplement the bass frequencies, since you'll probably be limited to around 50 Hz with the monitors themselves. The problem is figuring out a way to hook up both of them at the same time, and how you'll avoid having to adjust the subwoofer and monitor volumes separately.

I found a store around me here that supply them and seem to be pretty decent monitors cuz it has a bass boost button at the back (although i bet it wont do much but it should be fine still)
I dont know if its safe to go with it alone or to get an amp (none that i know off)?
I'd say if you're looking for a real upgrade, the M-Audio BX5a should be the bare minimum, with the Mackie MR5 being a possibly better alternative. The smaller speakers from M-Audio are not much better than typical computer speakers.

Yeaa the BX5a is defn8ly nice but having the volume knob at the back is a disappointment as far as i'm concerned.
I would easily pick them up if they had it in the front as well as headphone line-in in the front as well. thats why i considered the Av40.
Ah, yeah, good point. Most active monitors don't have volume knobs, since they're meant to be used with separate preamps, though you could use software volume control.
If you have a little more desk space, you could buy an inexpensive amplifier and a used set of nice bookshelf speakers, but that route requires some research. You'd have a volume knob and a headphone jack with most integrated amps and receivers. Otherwise, computer speakers are still your best option.
