If you aren't having any luck troubleshooting the buzz problem and it stops when you bridge the two RCA inputs with your fingers, you could just tape a strip of metal across the two connectors. Inelegant, but it might work.
My roommate and I tried grounding the case to the outlet yesterday and that seemed to get rid of a large amount of the noise. We took the amp into a room by itself with nothing else on the circuit to eliminate any outside interference. The hiss noise sounds like it coming from the capacitors in the circuit itself, when the amp is unplugged there is a definite discharge noise.
Where would I find RCA Grounding plugs that won't cost me an arm and a leg?

Ground loops and EMI/RFI interference are related but often separate problems, and horrible to diagnose or fix.
RCA shorting plugs (not grounding plugs, which are AC plugs) are available from many places. Use Google! Or you can make them yourself.
You might have electromagnetic interference (EMI) (from power lines, magnets, other equipment or appliances), radio frequency interence (RFI) (from broadcast radio), a ground loop involving your plugs and chassis, noise on your AC power lines, or something wrong in the amp itself. Or a combination of things.
The hiss decrease when you pull the cord is just caused by the reduction in the power that makes the noise audible, like turning the volume down all the way, slowly.
The hiss is actually independent of the volume, leading me to believe that there is an interference problem after my volume control. There's another hiss that manifests itself when I turn up the volume, but I have good reason to believe that it's the noise floor on my admittedly lo-fi CD source (not there with the optical out from the computer).
For grounding plugs, I did try google but found mostly the cardas ones and other selections in that price bracket. I think making them is easiest and this is what I'll do.
