Well, I finally truly gave up and filed dispute with my credit card company. I used Chase, and it took them about 10 seconds total to give me instant credit for the amount.
This whole fiasco really wasn't good for anybody, including Ken, us, Chi-Fi manufacturers/sellers, etc...

I am in the process of writing a complaint to the Hong Kong police, from the above link. I will post it in a sec, and I really want anyone affected by this to join me in sending in a complaint. Even if you've received money back from your credit card company, please send in a complaint as for some of us...this is our only hope.
Let me know what changes you'd like to see. I think everyone should just fire this email away with their personalized information.

In late July, myself and many members of the headphone audio enthusiast website www.Head-Fi.org sent Paypal payments ranging from $511 USD to $561 USD to Mr. Ken Law, a resident of Hong Kong. Mr. Law runs a company called Storm Digital (http://www.storm-digital.com/) and produces high quality DAC's and other audio components. Myself and others placed our order in late July to early August, and were in contact with Mr. Law throughout the beginning of the build process. Suddenly, on September 6th, we stopped receiving updates from Ken Law. Attempts to contact via email, MSN messenger, and telephone were unsuccessful. To document this situation, there are currently two threads on Head-Fi that deal directly with the issue at hand.

I urge you to please look into this matter. Us members from www.Head-Fi.org have estimated 20-25 people that have been a victim of this fraud for $511 to $561 each. That is a total of well over $10,000 USD. Payments were sent to a Mr. Alvin Fok, who used the Paypal address of alvin_fok@hotmail.com (with an underscore) to collect the money. Supposedly Mr. Fok was helping Ken Law, since Mr. Law did not have a Paypal address. Everything about this situation has "fraud" written all over it, and the members of Head-Fi wish to bring Mr. Law to justice for what he has done.
I am located in xxxxxx and will be joined by other members of the Head-Fi community in sending in formal complaints regarding this matter.
You might want to expand the ranges quoted. For example, quite a few people ordered in early August, including myself, so it might be better to say "in late July to early August."

Funny. He included those in mine for free and said he WAS going to charge people for the upgrade but because of the wait it would be free.
The changes have been made guys. I say we keep it open until later tonight, and then I'd like to send the complaint in either then, or tomorrow morning.
If you paid for your D02A, PLEASE send in a complaint! Even if you've been refunded by your credit card company, those that didn't would greatly appreciate it.
Looks like my bank/credit card company is going to make me jump thru some hoops to get my money back. After submitting an online dispute form, they have since replied that I need to complete and mail back another dispute form and provide additional documentation. Guess I should have called this in for quicker results?
Zach: I will gladly join in and send in your complaint letter to the HK police. The only changes I would suggest and have done so with my letter is to replace scam with fraud, ie. 20-25 people are victims of fraud for $511-561 USD each. Scam sounds a little informal.
Daryn: Same here, I was told the 16-chip option was free and included during the intro period along with the upgraded black Clarity Caps.
My bank required me to fill out forms in person and about a week later they sent additional paperwork to fill out. The person I spoke with said it takes 8-10 weeks for them to make a decision after providing provisional credit.
I take it no one has heard from Ken.
